Yonkers can privately sell bonds and notes

The law lets the City of Yonkers sell its serial bonds or notes through a private, negotiated deal. It applies to bonds or notes issued on or before June 30, 2027. The New York State Comptroller must approve the sale terms and conditions. Underwriters can be paid by a negotiated fee or by buying the debt below par plus accrued interest. The costs of underwriting or private placement count as preliminary costs under the Local Finance Law. All sales must follow the Financial Emergency Act rules for Yonkers.
