New York’s Department of Environmental Conservation can set scup fishing rules through December 31, 2029. It can set size, catch, and possession limits; open or closed seasons and areas; and gear or effort limits. It can require permits and recordkeeping, and set rules for taking, landing, transport, possession, and sale. These rules must match interstate and federal fishery plans and be at least as strict as state law. These steps can limit catches or add paperwork, but they keep the fishery managed and aligned across states. The law takes effect immediately.
