Short-term funding boost for public transit

The State Comptroller can lend money to four transit accounts to keep service and projects moving. The accounts are Transit Authorities (20851), Railroad (20852), Non‑MTA Capital (20853), and Public Transportation Systems (21401). Loans follow State Finance Law rules and this act sets no dollar cap. Upon request from the Director of the Budget, the Comptroller can transfer up to $48.85 million from the General Fund to the MTA financial assistance fund, Mobility Tax Trust Account (23651), by March 31, 2027, limited to the unencumbered balance. This authority takes effect now and ends when the 2026–27 budget is enacted.
