Benefit funding continues for harness racing participants

When no contract exists with the representative horsemen's organization, New York's Gaming Commission must require licensed harness racing corporations or associations to pay that organization monthly. Payments support welfare, medical, and retirement plans for participants racing at that facility. Amounts follow the previously negotiated contract and include related plan costs. The money comes from the horsemen's gross purse enhancement amount from video lottery gaming. The law took effect immediately upon enactment.
