The law keeps health, welfare, and retirement plans for harness racing participants funded when no contract exists. The New York State Gaming Commission requires the licensed racing corporation or association to pay the representative horsemen's organization. The amount follows the terms of the last negotiated contract. Payments are made each month from the horsemen's gross purse enhancement money from video lottery gaming. This rule applies only while there is no current contract. The law takes effect immediately.
