Allows for individuals to consent to receive information regarding donor programs at the time of application for or renewal of a driver's license or non-driver identification card

License applicants can request donor information

Beginning January 1, 2028, New York license and non-driver ID applications and renewals must offer optional donor-information outreach. With your consent, the Department of Motor Vehicles refers you to the C.W. Bill Young Cell Transplantation Program or National Marrow Donor Program. The operator can contact you about joining as a volunteer bone marrow or blood cell donor. Shared data is limited to your first and last name, birth date, email address, and physical address. Agreeing does not enroll you or require you to become a donor. For applicants under 18, this choice alone is not legal consent to donate or register, except as otherwise allowed by law. Leaving a later box unchecked does not cancel earlier donor consent or registration. The Department must also link to public information about the registry operator on its website.
