The law treats app-based platforms and nurses' registries as temporary health care staffing agencies. It does not cover people who only sell their own services, or licensed home care agencies. Agencies must keep proof that each worker’s license, training, and continuing education are current for the job. They must keep staffing standards and notice rules, and send the Department copies of all contracts and invoices. Signed contracts are due within five business days, and submitted contracts are not public under the state records law. The law takes effect immediately.
