New rules for health staffing platforms

Effective immediately, New York’s temporary health staffing agency rules cover apps and other technology platforms that arrange health care staffing. Licensed nurses’ registries are included, but individuals offering only their own temporary services and licensed home care agencies remain excluded. Agencies must document to the state health department that each worker meets current licensing, training, and continuing education standards. Agency rules also address worker types and qualifications, advance notice for arrival, and reports from health care facilities about missed shifts. Agencies must submit contracts and invoices to the department, including contracts for workers they connect with health care facilities. Signed contracts are due within five business days after they take effect and are exempt from public-records disclosure.
