Permits certain retail licensees to purchase wine and liquor from certain other retail licensees

Retailers gain alcohol options with receipt rules

Starting 90 days after enactment, New York retailers licensed for on-site drinking can buy from retailers licensed for off-site sales. Buyers can purchase up to six bottles of wine and liquor combined per week. Sellers have the same six-bottle weekly sales limit for these transactions. Buyers can resell these drinks only for consumption at their licensed premises, even when other alcohol laws conflict. Both retailers must keep receipts showing the retailer's name, purchase date, drinks bought, and price paid. Receipts must be available for inspection by the State Liquor Authority and its authorized staff. The law grants immediate rulemaking authority to prepare for implementation.
