The law helps qualifying New York minority- and women-owned businesses renew an expired certification. It presumes they meet ownership and control requirements, though that presumption can be challenged and does not guarantee approval. Ownership must be unchanged, with no major change in the business’s nature or management since its original certification. That original certification must have been approved within the previous 10 years. Applications must follow 21 NYCRR 9606 and be submitted on or after July 1 following the law’s enactment. These changes do not apply to provisional certifications.
