Monroe property water assessments legally confirmed

Effective immediately, the law validates Monroe's special assessments on properties formerly served by Orchard Hill Water Company. These are charges on affected properties. The law does not set an assessment amount or change how it is calculated.

Monroe water district confirmed, borrowing allowed

Effective immediately, the law confirms Water District No. 14 in Monroe, Orange County, despite earlier legal defects. Town Law Articles 12 and 12-A govern its funding, operations, expansion, and control; this law controls any conflict. Monroe can borrow up to $577,539 for the district to repay its general fund for water improvements since 2013. The financing uses a 40-year useful life starting in 2013, and short-term notes are also allowed before bonds are issued. The law overrides specified prior borrowing restrictions, but debt must otherwise follow Local Finance Law; no household charge is set.
