Manuals required for e-bikes and scooters

The law covers bicycles with electric assist, electric scooters and other micromobility devices, limited‑use motorcycles, and the lithium‑ion batteries for them. Businesses that make, sell, lease, or rent these products must give the buyer a printed operating manual. The manual must be in English and the three most common non‑English languages spoken by limited‑English proficient residents in the state (based on the latest Census survey). It must explain battery storage and charging, when and where to charge, and what to do if a battery overheats, leaks, smells, makes noise, or changes shape or color. It must list a website where the manual is online in English and the twelve most common non‑English languages. Violations can bring fines up to $250 for a first offense and up to $1,000 for each later offense. Local safety and labeling rules still apply.
