New York law requires operating manuals for lithium-ion-powered electric bicycles, micromobility devices such as electric scooters, and limited-use motorcycles. It also covers lithium-ion batteries intended for these devices. Makers, distributors, assemblers, reconditioners, sellers, and businesses offering sales, leases, or rentals must provide purchasers with a manual. Printed manuals must use English and the three most common non-English languages spoken by New Yorkers with limited English. Manuals must explain battery storage, how to charge, and when and where to charge. They must explain what to do about overheating, leaks, strange smells or noises, and changes in battery shape or color. A website address must lead to online versions in English and the 12 most common non-English languages for that same group. Language rankings use the latest U.S. Census Bureau American Community Survey data. Retailers face fines up to $250 for a first offense and $1,000 for each later offense. Local labeling, safety, and information requirements still apply. The law takes effect alongside the related 2024 operating-manual law identified as S. 7503-B and A. 1910-B.
