The City of Albany can stop treating 4.5 acres of Lincoln Park as parkland. It can sell the land at fair market value for any school use, including buildings and access streets. The city must dedicate at least the land’s fair market value to buy new parkland or make major park improvements. If federal money helped buy or improve this land, the city must follow federal rules and provide equal replacement land first. The law takes effect immediately.
