Job rules for sewer workers

County can take over local sewers

The law lets Westchester County take over local sewer systems through agreements. It applies to cities, towns, and villages, including New Rochelle, Mamaroneck, Larchmont, and Pelham Manor. A municipality must hold a public hearing with at least 10 days’ notice. The notice names the system, area, and the estimated maximum expense. Towns provide maps, system condition, and debt details; the county prepares a cost plan. Transfers happen only after local boards decide it is in the public interest.

How the county sets sewer costs

Agreements must list the property, needed fixes, and capital costs. They must say how operating costs and debt will be paid. The county can create special transitional assessment zones or expand a sewer district. The deal can include county borrowing and who repays old debts. These choices decide whether charges show up on county bills or local assessments.
