Job rules for sewer workers

Towns provide maps, system condition, and debt details; the county prepares a cost plan. Transfers happen only after local boards decide it is in the public interest.

How the county sets sewer costs

The county can create special transitional assessment zones or expand a sewer district. The deal can include county borrowing and who repays old debts.
