New Rochelle Armory protections preserve veterans’ space

Effective immediately, deeds transferring the covered New Rochelle property must require preservation of the Armory Building and annex. They must also provide dedicated space for veterans’ groups, free or at a very small rent approved by the city council. Breaking the preservation rule returns the Armory, annex, and underlying land to New York State. Once the owner receives a certificate of occupancy for the Armory and annex, that return right ends permanently. Breaking the veterans’ space rule returns that space to the State. The State retains authority to seek court orders enforcing these conditions.
