The deed for the Armory parcel must preserve the Armory Building and its annex. If that rule is broken, title to the Armory, annex, and the land reverts to New York State. After the owner gets a certificate of occupancy for the Armory and annex, the State’s reversion rights end forever. The State can enforce these deed rules in court, including injunctions or specific performance.
The deed must set aside a dedicated space for veterans organizations. That space is free or carries a very small rent approved by the New Rochelle City Council. If this rule is broken, title to that veterans space reverts to New York State.
