Effective immediately, this state labor law article no longer applies to three groups. It excludes workers when the employer and the board agree they are covered by the federal National Labor Relations Act or the federal Railway Labor Act. It also excludes employees where a federal district court has ordered that the National Labor Relations Board has jurisdiction. It excludes all state and local government employees. These workers are not covered by this article.
