Discounted land for disability housing, with limits

New York authorizes a land transfer at 39 Sullivan Road in Westchester County to The Arc Westchester New York. The price is $1, plus any additional payment or other value the commissioner of general services requires. The Arc must apply within one year after the law takes effect, with a board-approved resolution accepting the use rules. It must improve the buildings and use the property as a group home for adults with disabilities. Ownership returns to the state if that use ends, and the transfer document must include this rule. The law takes effect immediately and expires two years after its effective date. It does not guarantee anyone a place in the home.
