State land for disability group home

The law lets the Office of General Services transfer the state parcel at 39 Sullivan Road to The Arc Westchester for $1 or other approved consideration. The land must be used to run a group home for adults with disabilities. If that use ends, ownership returns to New York State. The deed must include these use and reverter rules, and they bind future owners.

Two-year window and one-year filing

The law takes effect now and ends two years later. The Office of General Services can complete the transfer only within this period. The Arc must file an application within one year of the effective date. The application must be a board-approved resolution that accepts the group-home use and reverter rules. If it does not file in time, the Office cannot make the transfer.
