Renewable energy contractors must have apprenticeship agreements
In New York, all construction contractors and subcontractors on covered renewable energy projects must have apprenticeship agreements. These agreements must meet New York Labor Law article 23 requirements. The rule applies to contracts issued through solicitations, including advertisements and bids, on or after September 1, 2026. Covered thermal energy networks also require agreements with pre-apprenticeship direct entry providers registered with the New York Department of Labor.
