Apprenticeship agreements required for renewable contractors

Contractors and subcontractors on covered renewable energy system construction must have state-registered apprenticeship agreements under Article 23. For covered thermal energy networks, they also must have agreements with pre-apprenticeship direct-entry providers registered with the Department. This applies to projects awarded from solicitations issued on or after September 1, 2026. Expect added compliance steps and admin costs. The rule also opens more apprenticeship and entry paths for workers.
