Alert broadcasters gain protection from damages
Participating broadcast stations and cable systems are protected from damages claims tied to sending escape alert information. The protection also covers their failure to send that information. It applies to the statewide program and local or regional alert programs. Directors, officers, employees, and agents receive the same protection.
Former bank owners can commission police
Former parent companies of Ohio banks, savings and loans, savings banks, credit unions, or their associations can request police commissions. They must have given up control after having commissioned officers at the institution for at least three years. The Ohio Secretary of State decides how many officers to commission. Officers can serve on institution property or elsewhere while directly carrying out their duties. The former parent company can revoke a commission for good cause.
New escape alerts with federal limits
The law creates an Ohio alert program for people who escape while facing or serving a felony case. It covers escapes from jails, workhouses, and correctional institutions, but excludes community-based correctional facilities and halfway houses. After receiving the required escape notice, law enforcement can activate an alert for the surrounding area or region. Local and regional alert programs remain available and can use different activation rules. The law does not authorize federal Emergency Alert System use unless federal law separately allows it.
