Higher Memorial Day grants with reporting rules

Ohio counties can award annual Memorial Day grants up to $1,000 per qualifying veterans’ group, up from $500. Grants are optional, not guaranteed. Eligible county groups include Army and Navy Union branches and chartered posts, garrisons, or naval branches of congressionally recognized veterans’ organizations. Officials must apply at least 120 days before Memorial Day and include expenses incurred so far. Recipients must file a sworn report of all spending and return unused money within 60 days after Memorial Day. Missing the report deadline bars a group from receiving a county grant the next year. Two or more eligible groups or units can pool their grants and file a joint expense report. Funds can cover local or countywide observances, mapping and decorating veterans’ graves, and related costs. Township boards can also fund each local post from their general expense fund by May 15 each year. The township board sets the amount, and funding must go to a post when one exists in the township. Municipalities can cooperate with counties or townships and provide funding. When veterans’ posts no longer exist or cannot participate, counties or townships can fund willing and able replacement groups. These include Sons of Union Veterans of the Civil War, Women’s Relief Corps, Daughters of Veterans, and civic or patriotic groups. The civic-group grant cap rises from $100 to $200.
