Broader alerts for at-risk missing people
Ohio names its statewide missing-person alerts Joshua Alerts. They cover temporary or permanent Ohio residents age 65 or older, or people with a qualifying disability. Qualifying disabilities include autism, another developmental disability, or a severe mental impairment certified by a licensed physician, psychiatrist, or psychologist. Someone familiar with the person must be unable to locate them, and they must need help returning home. Police must confirm they are missing, face immediate danger of serious bodily harm or death, and have enough details for an alert to help. That danger includes being nonverbal, having limited communication, or being unable to seek help or stay safe. Local alerts can use different criteria. Broadcasters and their agents are protected from damages for airing or not airing alert information. Federal emergency broadcasts remain subject to federal law.
Faster alert notice for missing disabled children
For missing children under 18 with autism or another developmental disability, police must promptly notify Ohio’s statewide alert program. Notice is required as soon as police verify information meeting the alert criteria. Police cannot use the general allowance to delay notice for up to 24 hours for these children. This changes the notification deadline; it does not remove the alert’s eligibility or danger requirements.
