Water line replacement help for customers

Ohio water companies may replace customer-owned lead lines during scheduled main replacements, emergency replacements, or company lead-line programs. They may also replace lead or other lines when the law or state or federal regulators require replacement. The responsible customer keeps legal title when the company replaces the line. Customers who replace their own lines must receive reimbursement once the company confirms the line was lead or another material requiring replacement. Request reimbursement within 12 months after completion; the law does not set the amount.

Charging supplier choice with utility limits

The law treats electric-vehicle charging stations as competitive services that consumers can obtain from any supplier in electric utility territories. In cooperative territories, this applies only when the cooperative has made the required state-law filing. Electric utilities cannot provide services classified as competitive before or on the law's effective date, including charging stations. State-law exceptions for standard electricity service offers remain. The law guarantees neither lower charging prices nor more suppliers.

Water replacement costs enter rate reviews

Water companies must include qualifying service-line replacement costs in reports used to review customer rates. These include company-side and customer-owned replacement costs, plus checks of lines whose material is unknown. Companies must also report reimbursements paid to customers. Including these costs supports utility cost recovery through rates, which may raise customer bills. The law does not set a specific bill increase.
