Ohio bans police arrest and citation quotas

Ohio bans arrest and citation quotas for sheriffs, village marshals, municipal and township police, police districts, and highway patrol. Quotas mean requiring officers to make a set number of arrests or issue citations within a set time. Agencies cannot require or suggest quotas, reward officers for meeting them, or use them in formal or informal personnel decisions. This includes reviews, promotions, pay, transfers, and discipline. Agencies can still use arrest and citation data to check legal compliance and assess proportions for officers or groups. The Attorney General must provide an online reporting form, accept unnamed complaints, and investigate reports within one year of receipt. The office sets investigation procedures case by case, considers these allowed data uses, and gives the accused agency a chance to respond. If a violation is found, the Attorney General must order the unlawful quota use to stop.
