Beginning November 1, 2026, banks in Oklahoma may place a temporary hold when they suspect financial exploitation of a protected adult. They must tell authorized parties and any trusted contact within three business days and start an internal review. Holds end when abuse is ruled out or after 10 business days, and can extend to 20 business days with review or an agency request; an agency or court may also end or extend a hold. Employees must report concerns to their bank, and the bank must notify the proper agency. The bank may tell a trusted contact or another associated person, but it cannot alert a suspected exploiter. Banks and staff are protected from liability for good‑faith reports or holds. Banks are not required to place a hold.
Beginning November 1, 2026, when an agency certifies it is investigating financial exploitation of a protected adult, a bank must keep records and may provide relevant records. At the agency’s request, the bank may give account statements covering 90 days before and up to 60 days after the alleged act, plus items like overdrafts, deposits, signature cards, powers of attorney, address changes, and available surveillance images. These targeted disclosures are allowed despite the state Financial Privacy Act, but all sharing still follows state and federal law. Requests outside this investigation path must meet the usual Financial Privacy Act rules.
The law takes effect on November 1, 2026. All duties, notices, and protections begin on that date.
