Beginning November 1, 2025, Oklahoma pharmacy benefit managers that lease or share networks with another manager must notify contracted providers. The notice must explain the arrangement and each party’s duties. Each paid or rejected claim response must identify the contract, claim processor, and a phone number for provider problems. It must also include network payment identification data in NCPDP field 545-2F. In these arrangements, managers cannot combine ERISA or government plans with non-ERISA or nongovernment plans.
Beginning November 1, 2025, Oklahoma pharmacies get stronger payment protections involving pharmacy benefit managers, which manage prescription benefits. After denying a below-cost payment appeal, a manager must adjust payment if its named drug is unavailable below the pharmacy’s acquisition cost from its main wholesaler. The pharmacy can reverse and rebill that claim. The adjustment also covers future claims for all contracted providers, but does not apply retroactively. Managers and third-party payors cannot base pharmacy payments on an “effective rate,” rather than a fixed price or discount. Violators face possible fines, license loss, or other discipline; no fine amount is stated. Contracts cannot waive or cancel the covered pharmacy benefit rules.
