Beginning November 1, 2025, University Hospitals can expand, add facilities, or make changes without a Certificate of Need. This removes a state approval requirement. The changes must further the University Hospitals Authority Act. The law does not specify effects on patient costs or access.
Beginning November 1, 2025, University Hospitals must run a public Level I Trauma Center. The center must meet the American College of Surgeons' standards for that designation. The University Hospitals Authority must certify compliance each year when seeking extra Medicaid payments from the Oklahoma Health Care Authority. The law sets no payment amount.
Beginning November 1, 2025, the law removes two property requirements. The University Hospitals Authority no longer must lease the Research Building to the University of Oklahoma for at least 40 years. Oklahoma's Department of Human Services no longer must retain the Management Information Division Building and its described land. The law specifies neither a replacement lease term nor a new owner or use for the department's property.
