Beginning November 1, 2025, Oklahoma can share legal authority with the United States over military installation property in the state. The law aims to support law enforcement, especially cases involving children’s safety, care, and delinquency. Shared authority starts only after the Governor accepts an authorized federal request in writing. The request must give the requester’s name, position, and legal authority, and clearly identify the matters covered. It must describe exact land boundaries and state whether future adjoining land expansions are included. The Governor’s acceptance must identify which parts of the request are accepted. The Governor must file the request, acceptance, and boundary description with the Secretary of State and send copies to the requester. At federal request, the Governor can sign documents needed to complete the transfer of authority. Shared authority lasts only while the United States controls the property. State and local agencies can make optional agreements with federal agencies to assign duties; agreements are not required for investigations or prosecutions. Oklahoma does not take on liability merely by accepting shared authority; this does not remove other state liability.
