The law creates a statewide plan to control, remove, and eliminate harmful trees and shrubs on land Oklahoma owns, leases, or operates. Covered species spread rapidly into nearby land and are likely to harm the environment or economy. Examples include Eastern Redcedar, Rocky Mountain juniper, oneseed juniper, and salt cedar; other species can also qualify. The Oklahoma Conservation Commission oversees the plan and must issue rules to carry it out. It can help manage agency plans and develop programs to strengthen agencies’ control efforts. Seven agencies must coordinate: the Oklahoma Department of Agriculture, Food, and Forestry; Commissioners of the Land Office; Department of Wildlife Conservation; Department of Corrections; Oklahoma Tourism and Recreation Department; Department of Transportation; and Oklahoma Turnpike Authority. By January 1, 2026, these agencies must present the Commission with a full inventory of affected properties and proposed control plans. They must send electronic progress reports to the Legislature by November 1, 2026, and every November 1 afterward. The law specifies no funding amount. It lists July 1, 2025, as its effective date, but also includes an emergency clause stating it takes effect upon passage and approval.
