Schools must address antisemitism complaints

Oklahoma public schools and state-system colleges must add the International Holocaust Remembrance Alliance’s antisemitism definition to conduct codes. Student, faculty, and employee codes must include its examples adopted May 26, 2016. Schools must treat antisemitic harassment and discrimination like race-based discrimination, following federal civil rights standards. The State Department of Education and State Regents must each designate a coordinator to publicize reporting procedures and investigate complaints. Schools and colleges must electronically report incidents and complaints. After an investigation finds prohibited discrimination, the responsible agency must give written notice requiring action within 30 days. Without necessary action within 30 days after notice, the agency must file complaints with the U.S. Departments of Education and Justice. Coordinators must send electronic reports to the Legislature by June 30, 2026, and every June 30 afterward. The law encourages legislative oversight and permits consideration of state funding cuts for institutions that fail to address antisemitism. It also encourages antisemitism awareness training and Jewish American heritage lessons. Schools may set reasonable limits on when, where, and how speech occurs, while preserving federal and Oklahoma constitutional rights. The law does not override other federal or state discrimination laws.
