Cosmetology trainees gain work option with fees

Beginning January 1, 2027, Oregon can issue renewable provisional certificates for supervised cosmetology work while applicants pursue full certification. Applicants qualify only when no school offering their field is within 50 miles of their home. Each certificate covers one field: barbering, esthetics, hair design, nail technology, or natural hair care. A person can hold provisional certificates in multiple fields. Supervisors must have held an active certificate in the same field for at least five years, without current or pending discipline. Each supervised work hour counts as one education hour toward full certification. Applicants pay a certificate fee; the law does not set its dollar amount. Supervisors cannot charge trainees a supervision fee and may provide proof of required curriculum completion. The Board sets certificate duration and renewal rules.
