Patients’ direct payments count toward insurance deductibles

Insurers must count qualifying payments you make directly to providers toward your deductible and yearly out-of-pocket limit. The care must be medically necessary and covered by your plan, and you must not submit the care claim for insurance payment. Your payment must be below the average discounted rate paid to an in-network provider with the same license for that care. Insurers must set up a credit request process with required documents or require use of their claims system. Health maintenance organizations (HMOs) are excluded. This rule applies to plans issued, renewed, or extended on or after the law’s effective date.
