Beginning November 1, 2025, onboard workers helping with angling or operating angling boats must register before working. Registration costs $50 per year for a one- or two-year term; a supervising guide must be physically present and in direct communication. Applicants must provide first-aid and CPR certification and an affidavit about specified convictions in the past 24 months. For listed convictions, serious or repeated violations, or specified license actions, Oregon’s Marine Board can reprimand workers, deny or revoke registration, or suspend it for up to 60 months. Revocation is required for convictions that bar firearm possession or require sex-offender registration.
Oregon’s Marine Board can impose civil fines of up to $1,000 per covered violation, up from $500. Covered violations include failures to meet registration, crew, testing, insurance, and bonding requirements. The higher limit applies to penalties imposed starting on the law’s effective date, 91 days after the Legislature adjourns. People receiving a penalty have 30 days to request a hearing.
Beginning November 1, 2025, charter guides pay $500 a year to register; other outfitters and guides pay $350. These rates replace fees based on residency, so each business’s change depends on its former fee. Charter guides must hold a valid U.S. Coast Guard operator license and carry no more than six paying passengers. The charter-guide definition now covers outdoor recreation on federally navigable waterways, rather than only specified Pacific Ocean and Columbia River waters.
