Oregon’s Veterans Dental Program covers veterans discharged under honorable or other than honorable conditions, with no copays, deductibles, or cost sharing. Applicants must live in Oregon, be ineligible for medical assistance, and have income at or below 400% of federal poverty guidelines. Dental benefits match those the Oregon Health Authority sets for medical assistance, with provider contracts covering areas statewide. Applicants must provide income proof and either federal DD Form 214 or 215 or a Department of Veterans Affairs benefits summary letter. The authority must set a simple application process and help applicants and enrollees.
Oregon agencies can use a Department of Veterans Affairs benefits summary letter to check eligibility for state benefits or services. This gives veterans another way to document information for their applications. Agencies are allowed, but not required, to use the letter. The law does not change the underlying eligibility rules.
