Clearer health rate summaries for Oregon consumers

Oregon’s insurance director may set rules for consumer-friendly summaries of proposed health insurance rates. This authority covers individual and small-employer health plans. When the director adopts these rules, insurers must include summaries with their rate filings. This provision does not itself change premiums or coverage.
