Resident-rate tuition and fees for qualifying students

Effective upon passage, the law lets four Oregon universities offer special tuition: Eastern Oregon, Oregon Institute of Technology, Southern Oregon, and Western Oregon. Students must join board-developed programs for higher education and economic cooperation with East Asian countries chosen by the boards. The boards must set student eligibility rules. The special tuition must equal the average tuition charged to Oregon residents at those four universities. Boards may also charge separate fees for services participating students use.
