More virus prevention information for families

The Oregon Health Authority must share cytomegalovirus (CMV) information, including ways to reduce infection risk during pregnancy, with providers and the public. Hospitals, birthing centers, hearing-screening diagnostic facilities, and prenatal providers must give patients printed information within 48 hours after birth. The Department of Early Learning and Care must share it with certified or registered child care facilities for staff education. Each year, the health authority must give hospitals and birthing centers recommended steps for testing and care after positive screens. This follow-up guidance covers infants and young children; it does not require a particular treatment. These duties take effect 91 days after the 2025 regular legislative session adjourns.

Newborns get targeted virus testing and coverage

Oregon hospitals and birthing centers must follow state rules for targeted cytomegalovirus (CMV) screening based on newborn symptoms and evidence-based practices. Parents can opt out in writing. Facilities within a health maintenance organization must screen within 14 days of birth. Facilities must tell parents and the newborn’s health care provider about positive results. Health benefit plans must pay for, cover, or reimburse testing under the protocol. These requirements take effect 91 days after the 2025 regular legislative session adjourns. The Oregon Health Authority must establish the protocol by January 1, 2026; the rulemaking section is repealed January 2, 2027. The targeted screening and coverage requirements stop when the authority adds CMV to the newborn bloodspot screening panel.
