Beginning July 1, 2026, Oregon extends prevailing-wage protections, including fringe benefits, to qualifying custom offsite work for public works projects. This covers fabrication, assembly, preconstruction, or construction done specifically for a project and following its specifications. Covered systems include mechanical, plumbing, qualifying electrical, boilers, ornamental or structural iron, masonry or plaster, roofing, flashing, architectural panels excluding glazing, and mechanical insulation. Coverage applies to procurements solicited on or after that date, or contracts entered then or later without a solicitation. The law also adds $268,664 for state wage-claim training and enforcement during the two-year budget period beginning July 1, 2025.
