Easier Medicaid payment for nurse care management

Beginning January 1, 2026, Oregon cannot require a primary care provider’s order to reimburse qualifying nurse care management. This applies to Oregon medical assistance recipients who have no primary care provider. A licensed registered nurse must provide the service within the nurse’s allowed scope of practice. The Oregon Health Authority must develop and maintain a covered-services list with stakeholder input; only listed services qualify. It must also set billing and documentation rules, including requiring nurses to use National Provider Identifiers. The law takes effect 91 days after the 2025 regular session ends and allows the authority to prepare before January 1, 2026.
