One psychiatric panel handles adults and youth

The law replaces Oregon’s two psychiatric review panels with one five-member panel appointed by the Governor. All youth-panel cases moved to this panel when the law took effect on passage. It handles adult and youth cases, including decisions about release, supervision, return to a facility, and discharge. Members include a psychiatrist, psychologist, parole and probation expert, criminal trial lawyer, and public member; prosecutors and public defenders cannot serve. The Governor may appoint a qualified former member as a sixth alternate to vote at specified hearings when a member is unavailable. The alternate must have served at least one term, know the board’s work, and have shown commitment to its strategic plan. For specified youth hearings, the board must obtain outside expert review when it lacks a child psychiatrist or child psychologist with the required juvenile justice experience. The appointed expert must review admitted evidence and provide a written report.
