Higher permit fees for well owners

Unlicensed owners pay $550, up from $500, for a permit to build, alter, abandon, or convert their own well. The work must be on property they own, and the law requires bonding and a permit. The law takes effect on passage. It provides for retroactive application to July 1, 2025, if passage occurs after that date. It also validates matching well-program fees charged for services from July 1, 2025, until the law took effect.

Higher fees for water well businesses

In Oregon, start cards to build, deepen, or convert a well cost $490 each, up from $350. Water well constructor exams cost $25, up from $20; licenses and on-time renewals each cost $165, up from $150. Renewing within 12 months after expiration without requalifying costs $275, up from $250. The law also requires continuing education for licensed water well constructors. Oregon Water Resources Department courses cost $45 per credit, up from $40, with daily fees capped at $275 instead of $250.
