Oregon’s Early Learning Council must adopt separate rules suited to child care centers and outdoor child care programs. The Department of Early Learning and Care can waive certification requirements when providers show good cause. To grant a waiver, the department must find that safeguards protect children’s welfare and parents’ interests as consumers.
Oregon removes fixed limits of six children under school age and two children age 24 months or younger at registered facilities. The Early Learning Council must set new limits for each age group. Registered family child care homes remain limited to 10 children. The council can set a lower total based on the children’s ages.
