Health plans must cover menopause care

Oregon health benefit plans must cover treatment for perimenopause, menopause, and postmenopause, including public employee and educator plans. Covered treatments include hormone therapy, including estrogen-only, estrogen combinations, topical hormones, vaginal estrogen, and bioidentical hormones. Coverage also includes SSRI and SNRI medicines, drugs to prevent or treat osteoporosis, and neurokinin B antagonists. Covered drugs must have U.S. Food and Drug Administration approval. The requirement applies to plans and health care service contracts issued, renewed, or extended on or after January 1, 2026. For self-insured public employee and educator plans, it applies to coverage periods beginning on or after that date.

More menopause coverage funding for public workers

For the two-year period beginning July 1, 2025, the law raises spending limits for two public worker health systems. The Public Employees’ Benefit Board gets a $1.109179 million increase from the Public Employees’ Revolving Fund. The Oregon Educators’ Benefit Board gets a $291,077 increase from the Oregon Educators’ Revolving Fund. These increases support premiums and self-insurance for perimenopause, menopause, and postmenopause coverage. They do not set an enrollee’s benefit amount or guarantee lower premiums.
