The Oregon Lottery and its commission cannot publicly share a prize winner's name or address without written permission. That information is also exempt from public-records disclosure. These protections take effect on the 91st day after the 2025 regular legislative session adjourns.
For tax years beginning on or after January 1, 2026, Oregon limits deductions for banned lottery ticket purchases. Taxpayers must add the purchase price back to federal taxable income when calculating Oregon taxes if it is federally deductible. This applies only to tickets bought in violation of the law's ban on winning-ticket transactions.
The law bans selling or buying winning Oregon Lottery tickets or shares, including offers to do so. It also bans claiming, or offering to claim, someone else's winning ticket or share for pay. The ban does not cover prizes that the commission authorizes lottery retailers to pay. The commission must adopt enforcement rules. The ban takes effect on the 91st day after the 2025 regular legislative session adjourns.
