For property tax years beginning on or after July 1, 2026, Oregon expands tax relief for limited equity cooperatives. Eligibility no longer depends on units being built or converted after the local government adopted the exemption program. Cooperative-owned property, or part of it, must house low-income residents who hold proprietary leases in the cooperative. Residents’ housing charges must reflect the full value of the property tax exemption. Local approval requires an application filed before July 1, 2030, meeting any added local criteria that follow state requirements. The law itself takes effect on the 91st day after the 2025 regular legislative session adjourns.
