Oregon-licensed pharmacy benefit managers can require providers to mark claims for drugs bought through the federal 340B discount program. Exceptions address qualifying clearinghouse reporting, legally required indicators to prevent duplicate discounts or rebates, and Oregon Medicaid claim status. Qualifying clearinghouses must check claim data, limit access, protect privacy, avoid conflicts of interest, and allow grouped reporting after claims. They cannot collect non-340B pricing data or sell or license data for revenue; benefit managers need not use a clearinghouse. These rules take effect on the 91st day after the 2025 regular legislative session adjourns.
