The law creates a 12-member task force to study waste disposal solutions in the Willamette Valley. It must review Benton County’s regional waste task force findings and may adopt its recommendations. Four lawmakers serve without votes; the Governor appoints eight members representing state leadership, local governments, environmental groups, and waste experts. Those appointments include a private waste hauler that operates a Willamette Valley landfill. The law takes effect on the 91st day after the 2025 regular legislative session adjourns. Appointments are due within 60 days after that date, and the first meeting is due within 90 days. Legislative staff support the group, and state agencies must help, subject to confidentiality laws. Its report is due to legislative environmental committees by December 15, 2026; the task force ends December 31, 2026.
Nonlegislative members of the Willamette Valley waste task force serve as volunteers. They are not entitled to pay or expense reimbursement unless they qualify under Oregon’s member compensation law, ORS 292.495. This limit ends when the task force ends on December 31, 2026.
