Six-month study of unlicensed construction labor contractors

The state runs a targeted study of unlicensed construction labor contractors from January 1, 2027 to July 1, 2027. The Construction Contractors Board and the Bureau of Labor and Industries finish planning by December 31, 2026, and must give licensees and applicants written notice with the study dates and rule information before it starts. During regular job site inspections, the board screens for unlicensed labor contractors, documents suspected violations, and shares information with the labor bureau. The two agencies may compare records, including confidential data, as needed for the study or enforcement, without losing legal protections. By October 1, 2027, they report results and recommendations to legislative business and labor committees. These temporary authorities end on January 2, 2028.
