Extra $32,600 for emergency registry

The state adds $32,600 to the Department of Emergency Management’s budget for the biennium ending June 30, 2027. This one-time money supports running the transferred duties and the volunteer registry.

Statewide volunteer list for emergencies

The state emergency management department runs a statewide list of people willing and able to help in disasters. Eligible volunteers include trained emergency volunteers, local and tribal teams like CERT or NET, people in construction or skilled trades, and State Fire Marshal–certified building evaluators. The department may ask for proof of your training or skills. The list stores your name, contact, base location, and special skills. It is open to emergency agencies and, when it improves public safety, to others. The department can issue badges that show your skills and licenses.

Volunteer database moves to Emergency Management

The state moves the ORVID volunteer database and its duties from the Higher Education Coordinating Commission to the Department of Emergency Management. HECC must transfer related records, equipment, and staff; transferred employees keep their pay at the time of transfer. Unused 2025–2027 funds for these duties move to the department and keep the same spending categories. Existing contracts, cases, rules, and references keep working, with the department stepping into HECC’s place. The Governor settles any transfer disputes. The law takes effect on passage, and the transfer sections start the day after the department notifies lawmakers that the transfer is complete.
