New fund to save affordable homes

The law creates the Housing Opportunity, Longevity and Durability Fund in the State Treasury. State bond money flows into the fund and stays there with earned interest. The housing department can use it to buy, build, or repair affordable homes that are at risk of being lost, and to cover bond and administration costs. The budget adds $150,000 for 2025–27 and raises the spending cap by $145,175 to run the fund. The law takes effect on passage.

State program to preserve at-risk housing

The housing department runs a statewide affordable housing preservation program. It tracks data and flags properties at risk, like expiring rent contracts, ending affordability rules, buildings in distress, and manufactured home parks at risk of sale or closure. It sets and publishes clear criteria and a preservation plan, and pulls together federal, state, and private funding. The department leads state housing grant work and can, with council approval, make noninterest advances to qualified nonprofit sponsors for early project costs. State agencies must send federal housing grant plans 30 days before applying; the department has 15 working days to review, and no action counts as approval.
