Licensing protection for Oregon midwives

The midwifery board cannot suspend, revoke, or deny an Oregon license based only on out‑of‑state discipline or conviction for care that is legal in Oregon. This protection applies when the care met the standard of care.

Oregon shields reproductive and gender care

Oregon protects the right to receive, provide, or help with care that is legal here. The patient must be in Oregon and the provider must be Oregon‑licensed and within scope. Oregon law controls civil claims about such care, and Oregon does not enforce other states’ penalties. The Governor does not surrender people for this care, unless federal or Oregon law requires it. State and local officials do not help outside investigations, and clerks cannot issue most foreign subpoenas, except for patient damage suits or valid contract cases.

More privacy for name and sex changes

Starting July 1, 2026, court cases to change legal sex are confidential by default. You can ask the court to make earlier cases confidential too. For adult Address Confidentiality Program members, courts seal name‑change records on request, unless a judge finds good cause. These rules do not apply when an adult files only as a minor’s guardian.

Stronger privacy for Medicaid health care

The Oregon Health Authority cannot be forced in court to reveal your personal information from medical assistance, unless you agree. Health data it holds about legally protected reproductive or gender care is confidential and not public. It can be used or shared only to run the program, or with your consent. The law also defines these protected health activities for program rules.
