The law creates a Task Force on Responding to Veterans in Crisis. It has at least 14 members, including veterans’ advocates and city, county, police, health, and training leaders. The task force must design a plan so every county has a veteran crisis team with at least two trained responders. The plan must cover structure and funding, training and possible certification, an ID card that shows a veteran may be in crisis, and a data flag in the Law Enforcement Data System. It must also propose legal changes so police can transfer a veteran in crisis to a response team. The task force must send recommendations to the Legislature’s interim committee on emergency management and veterans by September 15, 2026, in the manner set by ORS 192.245.
The Governor names the chair and vice chair and sets their duties. Legislative members on the task force are advisory only and do not vote. A majority of voting members is a quorum and is needed for any official action. The chair or a majority may call meetings, and the task force may adopt internal rules. The Department of State Police provides staff support. All state agencies must help and share information, unless confidentiality laws bar it. Nonlegislative members serve as volunteers and do not get pay or expenses unless they qualify under ORS 292.495.
The Act takes effect on the 91st day after the 2026 regular session adjourns. Section 1 that creates the task force is repealed on December 31, 2027. The task force ends on that date unless extended by new law.
