Eugene lets eligible land annex without vote

The law lets the City of Eugene annex land that does not touch city limits. No public hearing or citywide vote is required. All owners must sign a petition. The land must be inside the city’s acknowledged urban growth boundary and be designated residential or mixed use (not heavy industrial) in the acknowledged plan. It must get water, wastewater, and stormwater service from the city, a local government, or the system’s contracted operator or primary water supplier, and be reachable by a public road. If these are met, the city council can annex by resolution or ordinance and set final boundaries by legal description. Annexation can change which city services, rules, and taxes apply to the property.
